Add attendee #8

As a check-in person I would like to add attendees so that I can keep track of any walk ups/attendees that are not added via CSV

AC:

[x] There is an add user button
[ ] When the add user button is pressed a form is presented with the fields needed to create a attendee
[ ] When a user finishes entering input then they can press "Done" to persist the attendee

DOD:

[ ] All acceptance criteria are met
[ ] The feature has been tested for functionality
[ ] The feature has been tested for security
