Updated the TTS json for the 9e Score Sheet object from Locked: false to Locked: true.

Review to ensure the 9e Score Sheet does indeed not move. Wanted to make sure no other odd behavior happens from saving the FTC map and the score sheet moved around.

I loaded the map from scratch, loaded from a save, and clicked all the various buttons built into the score sheet and I did not see any issues.
