fix some broken linking issues
Netlify CMS requires "dirname/pagename/index.md" structure for nested collections, but the rest of site isn't structured that way therefore was creating permalinks URLs that look like "dirname/pagename/index"
- updated up 11tydata.js file to remove the "index" part of URL so they match rest of site
updated confusing component titles, these components have a "top nav" just no "side nav"
- renamed no-nav-base.njk -> no-side-nav-base.njk
- renamed nav-base.njk -> side-nav-base.njk
