LTN split large cells heuristic crashes #1107

Try in the default boundary near https://www.openstreetmap.org/way/154518410. After try_to_filter_road, we only get one cell, and there's an assertion failure. Not sure why, but panicking is definitely worse than just skipping that attempt.
