feat: estimate offstreet parking #1119

[x] allow swapping between public / private spots
[x] allow modifying the number of spots
[ ] allow users to change the name of public garages
[ ] figure out why the changes are not persisting
[x] PermanentEditCmd
[x] EditCmd

fulfills #175

Hi, just checking in -- did you hit any blockers I can help with? I've got more time for A/B Street in the next few weeks. Also, even if this is feature incomplete but doesn't break anything and makes progress, happy to merge something partially working.

Hey, unfortunately I won't have time to work on this anymore. I believe the PR does break something so it can't be merged in its current state.
