There's preliminary support for places like the UK and Australia that drive on the left, but it needs work.

[x] Try to use lanes_ltr and rip out the weird right_shift wrappers
[x] Figure out how lane-changing heuristics are affected
[x] Verify stop sign placement is reasonable
[x] Verify turn creation works
[x] Update traffic signal heuristics (right vs left turns are cheap)
[x] Make sure pedestrians walk on correct side of sidewalk
[x] Verify parking on both sides of a road looks reasonable
[x] Update docs

Actually, things like the traffic signal heuristics continue to work as they are, because right and left turns are both treated as movements that yield to crosswalks anyway. So this is almost done!
