Improve classify for cycleways #10

It's not generally valid to walk on a cycleway, depending on the tagging. Plenty of cases to handle here.

Example where it'll be tough: https://www.openstreetmap.org/way/795848752 The separate footway mapping is very inconsistent around here

At least one case would be to parse the foot= tag for cycleways that are explicitly marked for allowing pedestrians.
