FR: for wired-only computers, get rid of NetworkManager #13

Got my connection killed by OOM yet another time and.. why do we need NM at all? The applet we already got rid of, so it makes total sense to stick to generic dhcp and that would be it.

For wireless there are also better alternatives in my opinion(iwd, wpa_supplicant)

I checked the native qubes scripts and it is likely to be easier than it seems: there are no hard dependencies on network-manager, all the qubes scripts have fallback to non-NM configuration.
