Skip with votes #19

As of right now, everyone can skip a song. It would be nice to have it done though a vote where 60% = yes.

Acceptance Criteria

At least 60% of the people listening in the voice channel should send !skip to the bot for it to skip the current playing song.
For every vote, the bot should send the amount of votes missing in order to skip
