My In-app sometime normal sometime respone billing unavailable #128

STEPS TO REPRODUCE:
1.i use in-app v3 version and run it normal yestorday, today google service 
   report billing unavailable
2.Afternoon， i try many times, everytime report billing unavailable
3.when i debug code in eclipse, google service report return Num 3, it means 
   billing unavailable, when i use testing id "android.test.purchased", always
   return billing unavailable
how can i use it with my app
