Added CONTRIBUTING and issue- and PR-templates. #24

Also moves a section from the README to CONTRIBUTING that made more sense there and updated the CLI a little, it should have had a --version option from the start. Also added the tooling document to the docs in order to get a working reference in the CONTRIBUTING file.
