Make it clear that the official signing party (whoever that might be) is responsible to provide information on how to verify a printed Version of the signed document.

This would remove the link, which was only intended to be replaced by a specific one by the signing party.

Making the Url part configurable. This doesn't seem to be necessary, since the official signing party is responsible for providing this information anyway.
The appearance is more standardized and recognizable with a static text in this case.
