Update Amtssignatur label text #94

The old label used the default PDF-AS Amtssignatur profile, which contains a placeholder URL that the issuing authority should replace. This didn't actually work in PDF-Over, of course.

Old label:

Informationen zur Prüfung des Ausdrucks finden Sie unter: https://www.behoerde.gv.at/el_signatur/

New label:

Informationen zur Prüfung des Ausdrucks sind von den ausstellenden Behörde bereitzustellen.
