update babel configuration #11

I think the @babel/plugin-proposal-class-properties and @babel/plugin-proposal-object-rest-spread can be removed from .babelrc and update packages.

@babel/plugin-proposal-class-properties is included in @babel/preset-env, in ES2022
@babel/plugin-proposal-object-rest-spread is included in @babel/preset-env, in ES2018
