Implementing an (optional) time slider for historical data #301

For maps with historical data, we want to slide through the periods covered by the maps. E.g. a map with places, bars and other insitutions, that existed from 1920 until today, a chronological filtering would be great: Show me all places from the year 1921 etc.

Things to do

Create a switch to enable timeslider in settings
Create a switch in UI for users to on/off the timeslider per view
Zoom to area (of all markers) on selecting a year from slider.
How to indicate timeline years with no entries? Omit? Deactivate?
Remove popups, relations, etc. on clicking on the timeslider.
