Add dev.to #14

Added dev.to to "Content Platform" section.

I'm actually not sure about two things:

if the style of analysis is suitable to your project - I found so many issues in the interface to quickly come to the suggestion that the platform does not comply, even without experiencing it with a screen reader
If an analysis of dev.to is of any use to you - or too special-interest/developer centered.

Frankly, I am still figuring this out. I am not doing audits / technical reviews, but mostly just evaluating whether or not it is possible to complete a task / set of tasks. That being said, this looks great to me.
