When RawAccel was first released, included was a converter.exe intended to help those who were switching from a previous mouse acceleration program called InterAccel.
RawAccel has been out for four years and has fully eclipsed InterAccel in popularity. There are few or no users who are using InterAccel but will want to switch to Raw Accel at this point.
This change removes converter.exe so that future changes to the driver will not need to account for conversion from InterAccel.
