Add new row colors for unanimous votes #9

When a vote is unanimous (yea or nay) having a different color row would help mobile users see at a glance without needing to scrolling side to side to see if the folks on the right voted with the majority or were just outvoted.

I wonder if this could be resolved by having a more mobile-friendly layout that didn't require side-scrolling?
