Config option for wild animals to eating/starvation #50

Actually HA don't have this functionality, and it is intended. I want wild animals to starve in some environments. (ex) cows in desert)

Additionally, technically HA don't have nice system to distinguish animals. HA has taming system, but it is not quite fitted to this problem.

Figured it'd be a good config to limit the number of mobs on a server, but that works as well.
