When contacts come back online, summarize problems that came up #1

If a contact is offline or away, we won't be sending him notifications. 
However, he should be 
notified of any unresolved problems that arose while he was offline.

We should restrict this to problems that he would actually have been notified 
of.

This is implemented in a basic way. The formatting is primitive but it does 
appear to work.
