Allow scheduling downtime #3

Scheduling downtime through the web interface can be cumbersome. It should be 
easy through 
Molniya:

down -n 2h esx1

Need to support:
 * flexible downtime (-f)
 * non-flexible downtime (-n)
 * duration and start:end specs
 * applying to child hosts (-r)
