Base ROM folder setting is being ignored.

What steps will reproduce the problem?
1. Configure the Base ROM folder to anything aside from .
I chose .\ROMs (this folder exists)
2. Open a ROM.  Your Base ROM Folder setting is ignored.

What is the expected output? What do you see instead?
EmuHawk to listen to my settings.  It only sees to use the Base Folder for Base 
ROM.  Always use recent path for ROMs, works fine but I have several ROM 
collections and I like to switch between systems.

What version of the product are you using? On what operating system?
SVN 7331 Windows 7 x64 SP1

Please provide any additional information below.

This bug is now corrected, mostly by SVN r7338
The only issue is if the Core's (non-Global) ROM folder is set, it will 
override the Global ROM folder path.  But otherwise, the OpenFileDialog uses 
the Global ROM path.

The non-Global overriding the global is by design and should be the expected 
behavior.
