Translated the _i18n/en-gb.php to german.

Also you shuld replace all "htmlspecialchars(" with "htmlentities" when 
outputting
titles, names of languages or names of countries, because of the german 
umlauts(ü,ö,ä).

This is great, thank you very much. Unfortunately it is now showing up the many
places where I have not yet catered for translation. :-/

I found that converting the file to UTF-8 made the umlauts display properly. 
I'll
check in the UTF-8 encoded version.
