This issue represents an abstract concept, and as of yet I don't have any strong opinion over how this issue should even be presented as a need. Some examples may make things clearer:
DEF CON 27 is a conference happening in Las Vegas.
BioHacking Village is a conference happening in Las Vegas at the same time as DEF CON 27, in space provided by DEF CON, following DEF CON's rules for operation. They may however employ additional restrictions beyond DEF CON conference-level, such as additional badges/entitlements being required for admission to some talks, holding events both inside and outside of the DEF CON sanctioned space, and they manage their content entirely separately from DEF CON.
DCFurs is a conference happening in Las Vegas at the same time as DEF CON 27. It is not considered to be a village of DEF CON. They have presentations and events at multiple locations; events may or may not be in a DEF CON space, as select content might be DEF CON sanctioned without the entire conference being sanctioned. Events happening in DEF CON 27 sanctioned space would require (only?) a DEF CON 27 attendee badge; events happening adjacent to DEF CON 27 sanctioned space might require both a DEF CON 27 attendee badge and a DCFurs badge; events happening off-site but simultaneously might require only a DCFurs badge.
QueerCon is a conference happening in Las Vegas at the same time as DEF CON 27. It is not considered to be a village of DEF CON. Substantially all of the QueerCon attendees are DEF CON 27 attendees, and those attendees have encountered communication roadblocks while attempting to build their personal schedules comprised of events from both conferences.
(Note that while BioHacking Village, DCFurs, and QueerCon are real organizations associated with DEF CON in varying ways, and all of the above described scenarios have been encountered, the presented scenarios have not necessarily been encountered with the organizations in this example.)
