"Provisioning keys, tickets or fare cards" is not connected to any clauses #11

Selecting only the "Provisioning keys, tickets or fare cards" in Step 1 will result in no clauses being selected in Step 2.

The "keys, tickets, fare cards" section of the VPAT seems to refer to physical items and would fall under "hardware". The word "provisioning" seems to imply that they are not hardware keys but digital keys. This might be part of the cause for confusion (at least it is for me).

I believe the "Provisioning keys, tickets or fare cards" option in Step 1 should be renamed to "Keys, tickets, or fare cards" and selecting it should select clause in 8.4.3 in Step 2.

Marking as High Priority as it could result in the wrong requirements being delivered.

In general, its crucial to the operation that all relevant (sometimes redundant) checkboxes be selected. In this case, the keys tickets and fare cards are indeed physical items - so try selecting along with "User-facing physical (hardware) components".

Perhaps if the phrasing were changed to "physical keys..." it would be more clear?

You can change both the phrasing and the mapping in the GUI at /edit/presets

Disabling the checkbox for "Select clauses if and only if the clause is included in another selected preset AND this preset is selected" will also fix the issue. Maybe that checkbox does more harm than good in most cases...

This is purely a data change. I made the suggested updates in the production versions of the wizard. Once the official French version of WCAG is included in the wizard we should dump the data and recommit to the repo.
