User story

As an end user, I would expect to see application in my language by default. As an end user, I would expect to be able to change application's language to other language or default language. (ADR)

Acceptance criteria

[ ] I can see website in my prefered language if available.
[ ] I can change display language in app bar.

Developer notes

We may not bother with inapp language changing support. Many large apps simply detect browser language and display that.
