(old-number-80) Ability for KML file to control time slider's range

A newly loaded KML file with TimeSpan information will come up with the time 
slider pegged on the left (to the beginning time). That can be a bit 
irritating, as a better default would be to have it include the whole time 
span. And, if a user is not familiar with the control, he will not see the 
track line that is in the KML file and will not intuitively know to expand the 
time slide control to the right.
[Bob G addition:] Even better than a better automatic default would be the 
ability to explicitly set the default time(span). It'd be swell to have this 
settable on a per-folder basis, too.

I concur.  Ability to pre-set both the timeband as well as the center point 
would be quite useful.  I'd even be 
happy with a top-level behavior of using the first timespan as the default 
range, at least for a first pass.

If I understand correctly, you can control this in <LookAt>.  When I load my 
KMLs, the look at runs through the whole slider and then expands it.  Only 
issue I have are trigger-happy users who can't wait 10s for large data sets to 
load.
