Auto block appts #154

This will create appointment blocks for branches when they reach 900 via a cron. These will also display for staff on pickup helper. Fixed JS not disabling options and set up support for displaying custom reasons via new column display_dropdown.

Nice addition Troy. Might be worth creating an arborcat admin field for "AtCapacity" threshold.
