filter problem #542

Describe the bug some kinds of stickers might seem as video in the tgcf. Tgcf can't tell the different stickers between videos.

To Reproduce Steps to reproduce the behavior: try some Animation stickers and set the video in tgcf's white list. it'll happened. try the stickers below. https://t.me/addstickers/sticker_ef7cce0c_by_moe_sticker_bot

Expected behavior The stickers is different from videos.
