What is the current behavior?

What is the new behavior?

CodeHub will support Fall Creator's update as a minimum build version. The version supporting Anniversary update will be in the store and will receive only critical updates. A legacy branch called build_14393_support has been created which will hold the latest version of CodeHub that supports build 14393.

Does this PR introduce a breaking change?
