COPYING is similar to MIT, but not 100% exact text. Please do not invent new licenses
the two ebuilds in the source tree claim that fbpanel would be GPL (perhaps it is better to delete them anyway)

Not only ebuilds are GPL. Many other files are LGPL or GPL - see https://metadata.ftp-master.debian.org/changelogs/main/f/fbpanel/fbpanel_7.0-4.2_copyright

So this looks as "MIT LGPL-2+ GPL-2+" ...

It looks like https://opensource.org/licenses/MIT is the closest mean of aanatoly/fbpanel/COPYING

You can inspect whole repository and check if some files have references to other types of licenses. If you find any, please replace them with your own work, published under terms of aanatoly/fbpanel/COPYING. Please, make your PR's to https://github.com/fbpanel/fbpanel It will greatly helps project.

Many things like man pages, ebuilds and ofcorse debian/* etc can be easily banished and replaced with ones under correct license.

We work in https://github.com/fbpanel/fbpanel on this license issue. The problem is many core files are LGPL, many plugins are GPL and some file contain info:

fbpanel is free software; you can redistribute it and/or modify it under the terms of the GNU General Public License

(not this particular file, but whole fbpanel)

Old fbpanel page at sourceforge say "GNU General Public License" too.

So it looks like fbpanel (despite a lot of MIT licensed code) is GNU GPL as whole.
