Switch to GitHub Actions #41

travis-ci.org has been deprecated in favor of travis-ci.com, and Lambda Soup builds are not running. This may be a good time to switch to GitHub Actions instead.

44 added an initial CI. For the longer term, this repo needs a fuller matrix, such as used in Luv.
