Specify that the server uses the KID from JWS #37

I also specified that the server validates the JWS just to be extra certain.

I think this makes it clear enough that there can be more than one KID value for each given account, but we can extend this messaging a bit more if you think its not clear enough. Alternatively, we can wait until we get feedback to do this.
