'peer-limit-global' cap? #383

What steps will reproduce the problem?
1. Open 'Remote Settings'.
2. Set up 'peer-limit-global' to 10000.
3. Save the setting.

What is the expected output? What do you see instead?
I expect 'peer-limit-global' to be set up at 10000, but it was capped at 1000.

What version of the products are you using?
OS: CentOS 5.5 32-bit
Transmission: 2.22 (build 12099)
Remote: 3.24 (rev 0) - Windows 7 Ultimate 64-bit. The build is from 
http://elbandi.net/transmission-remote-dotnet/transmission-remote-dotnet-r750-in
staller.exe

Please provide any additional information below. Feel free to
attach screenshots or sample code which demonstrates the issue being
described.

The value was limited to 1000, but r756 set the limit to 64k.
