Visual Studio 2008 (VC++ 9.0) SP1 Redistributables are out of support and should be moved from the supported list of Redistributables to the unsupported list in the VcRedist manifest. See https://support.microsoft.com/en-au/help/2977003/the-latest-supported-visual-c-downloads
