I see it, but it's been open for two years. I'd still like to be added to the registration list while there isn't a form to do so. Is there a timescale for when the form will happen?

I have no idea. I'm going to be opening a request for client ID registration just like you at some point in the future, for now. I wanted to tag the issue so there's some sense of how much the feature is required, in that issue, for anyone who considers implementing it.
