Use rgeo >= 0.5.0 #3

Hi,

something changed in rgeo >= 0.5.0 and this buildpack will not work

If you are still interested in using geos+rgeo on heroku, please give a try to: https://github.com/diowa/heroku-buildpack-rgeo-prep

I've also updated proj and geos libraries to 4.9.1 and 3.5.0 respectively
