update annual summary functions to handle multiple obs per year #8

For many of the surveys (creche, incubation) multiple surveys have been conducted per year so that summing annually may lead to inflated estimates of species abundance. I need to update functions to correct for this.

Incub func update #30 merge addresses this issue for Incubation surveys by taking the max reported value per date or year per segment
