Enabling colorlinks causes error if blockquote or letterhead options are enabled

Enabling the colorlinks option in c43dccf revealed a package clash that occurs if the blockquote or letterhead options are enabled.

I believe this was caused by the following issues:

I was manually (and unnecessarily) loading xcolor without dvipsnames argument when blockquote is enabled (fixed in 36a9fd9)
The letterhead option loads the wallpaper package, which, via its dependency on eso-pic, loads xcolor, again, without dvipsnames

To resolve the latter issue the color package is now loaded with dvipsnames when the letterhead argument is invoked.
