[V3] Fix invariant descriptions inconsistencies #290

We made mistakes in the descriptions of the invariants for Lang_string_short_name_type_IEC_61360 and Lang_string_preferred_name_type_IEC_61360 where the descriptions mismatched the invariant logic, which fits the specs.

This patch fixes the descriptions.
