lock screen widgets and focus speech audio #188

What steps will reproduce the problem?
1.go to lock screen 
2.try to add new widget 
3.not possible, focus audio interfers with the ability to addwidgets. it 
cancels the operation 

What is the expected output? What do you see instead?
when focus speech audio is disabled, we are able to add widgets successfully.

What version of the product are you using? On what operating system?
android 4.2.2
