[eSpeak] Update base to 1.47.04 #212

hello
recently new official version of eSpeak which supports some new languages like 
Farsi (Persian) has been released. 
the most of people of around the world, whos languages has not been supported 
by eSpeak, now are waiting for the new version of espeak for android. 
please convert it for android.
we really need it. thanks
