Add Italian regional data #149

There is an official verified Github repo by the "Presidenza del Consiglio dei Ministri - Dipartimento della Protezione Civile": https://github.com/pcm-dpc/COVID-19

@aatishb and out of curiosity what would be the best way to handle regional data of different countries? at the moment everything is wrapped in the johns hopkins csv file. but what if you get the regional data source from e.g. italy, brazil, germany and lets say austria. each dataset from official sources. never the less the format might differ from country to country so the integration in covidtrends might be become cumbersome and bespoke for each country integrated more or less? :/
