Description

Creates a localized docker-compose file for development.

Fixes #329

Definition of Done:

[X] When a Docker compose file can be called to instantiate a container with a MySQL server and the GIRAF web-api.
[X] The underlying Dockerfiles must correctly define the MySQL server and GIRAF web-api.
[X] Manually test that the endpoints are reachable through the container.

Initializing the tables of the database should be made easier, before this modification creates value.

Accordingly, the pull request is closed for now.
