announcement set only existing events #724

Describe the bug Announcement request is only set for existing events, after the announcement set, if an event is created, the announcement will not be shown on new events even though it says set for all events.

To Reproduce Steps to reproduce the behavior:

  1. Set an announcement
  2. Create an event after you set the announcement
  3. Check newly created event, no announcement will be shown

Expected behavior Should set the announcement all incoming and existing events ( database solution could be nice)
