feat: destination account #2063

Adds in a component for users to enter in the destination account:
- If the connected account is an EOA, it defaults to the connected account
- If the connected account is a smart contract, destination account is empty and forces user to enter in an address before allowing them to proceed
- ENS names can be entered, they are resolved and if it is a valid address, the address will be populated in

Link Height tasks by mentioning a task ID in the pull request title or commit messages, or description and comments with the keyword link (e.g. "Link T-123").

💡Tip: You can also use "Close T-X" to automatically close a task when the pull request is merged.
