Notebooks, genome_metadata.py and sra_metadata.py #221

Wanted to share the genome_metadata.py and sra_metadata.py scripts that I created for pulling metadata out of NCBI. Also, figured I'd catch up on my notebook experiments as well.

Sorry I didn't mean to delete that file:

The summarizer from Robert is deprecated in src/summarizer/ but this seems like it's distinct and not for main production. So perhaps put these files in a distinct folder in src/. Also the Makefile in the root directory should go into the notebook folder and be labelled with your initials Makefile_ta so it's linked to your notebook entries.

@taltman can you re-commit that file I accidently deleted and I can merge.
