Update PEPs site with latest PEP text. #3

Since you'd posted that the PEP was ready for pronouncement, I assumed the canonical PEPs site would be up to date. I began reading https://www.python.org/dev/peps/pep-0495/ and noticed that it doesn't match the latest text in this repo.

Sorry, I neglected this repo because I don't want to loose your comments on the classic arithmetic sections, but I will not be able to include them in the PEP. This effort will have to wait for the post-PEP datetime tutorial.

I will create a new branch that will be synched with hg.
