update github actions #46

to include current nodejs versions for testing and packaging

Yes this is a small risk for failures on next release, but I think it makes a lot of sense to not use EOL versions of nodejs for testing only and such

I think we could also remove appveyor from the webhooks and suich because will not be ok anyway (or check why not and get it working again please)

Lets see if it was enough to remove nodejs 10 for appveyor to work again ...

@rzr Ok, now also windows is done via GHA :-) ready to merge in my eyes
