Price incl. tax display issue #1625

The order total is different when "Display Prices With Tax" is On/Off. This setting should affect display but not the order total. If you check the initial screenshot it was correct 96.02 in the cart before fix.

The cent difference is a rounding problem and can not be solved because when Price is included Tax is enabled the rounding is affected. @abolabo please add help text to the setting
